When choosing a eyeliner, i look for this 3 main things. It has to be Waterproof because i don't want to end up looking with panda eyes even though naturally i already have them hahaha...getting all smudged throughout the day, it must dry MATTE Finish not shiny and most important PIGMENTED! It got to be very pigmented even im at dim light place like a club,restaurant , popping on my chocolate skin! ;)
Now for me that's a good eyeliner!
I have tried and tested many eyeliner brands all this years specially for myself. Do you experience this? When you apply, it looks pigmented then once it dry up its look a little shiny,peal off,smudge before end of the day and not black enough/pigmented?
Some look pigmented on fair and tan skin but it doesn't show that same dark result on my dark skin complexion and there are some even on a fair or tan skin doesn't really show, its shiny..less pigment once it dry up.
I get this question all the time from lovely ladies,what eyeliner are you using? The pigmentation speaks for itself when i wear it.
Among all so far i'm into this 3 different eyeliner brands, 2 are Gel Eyeliners and 1 Liquid Eyeliner.
Different price range so depends on your budget. Its affordable which ever you prefer, all 3 works just fine.

Now we all know how pigmented a Gel Eyeliner are but for Liquid Eyeliner not all are pigmented after it dry and set in. But this Silky Girl-Liquid Eyeliner Dry Matte Finish, really set in Pigmented,Dark Black finish look,Sweat Proof and Water Proof.
ON THE GO, Not everyday i have the time to sit and draw neatly mostly im rushing so i need something quick or on the go(yes i makeup in my car most of the time ;p) I use Silky Girl Liquid Eyeliner to get a fine line result because it comes with a semi flexible applicator brush so its gives you more control to draw a clean line quickly.
WHERE TO BUY : You can easily find this at Watson or Guardian Store's
Dont under estimate the quality. Even its below RM25,works pretty fine like any high end brand would. Trust me i really put it to test,rapid shooting,running here and there,sweating like a pig,accidentally rub my eyes, wipe my face,wash my face,long hours from morning till late night yet end of the day when im back home my eyeliner on point!haha..

AFFORTABLE: RM24.90 and at times they have promotion and you can buy it for RM19.90!
